West Yorkshire and Harrogate Health and Care Partnership Children and Young People: Key Working Function Pilot

NHSE requested that each region submit an 'Expression of Interest' (EOI) to be part of the pilots to develop the key working function and share learning in preparation for expanding the roll out to 'early adopter sites' within the second phase.

The West Yorkshire Transforming Care Programme (WYTCP) submitted an EOI on behalf of the WY&H ICS and was successful in being one of the 13 pilots. For this pilot the WYTCP footprint covers: Bradford, Leeds, Calderdale, Kirklees and Wakefield. It is acknowledged that the EOI submission has not been co-designed due to the time constraints, but there is real scope to influence the final model and shape how this is delivered.

We are asking providers from the VCSE sector across West Yorkshire, to submit an initial EOI relating to the provider roles that your organisation is best positioned to deliver the pilots objectives. The selected Lead provider will then establish the Delivery providers and with them develop the delivery model.

There are two key objectives in our proposal which NHSE are keen to support:
Developing the key working function in co-production with families and people with lived experience
Hosting the pilot within the VCS sector

NHSE are keen to learn from having the VCS sector leading this work. We believe that in doing so there is a real opportunity for your sector to offer objectivity and independent challenge to the wider Health, Care and Education system to deliver a person-centred and needs based approach as part of their support for CYP and their families.

You would be at the forefront of developing a new, innovative and progressive way of supporting children and young people and their families. You will also be spearheading and sharing our learning, as new best practice for the VCS sector to be a key partner in supporting this group of people. In taking up this opportunity, you would work closely with our local community groups, health, social care and education partners – Bradford District Care Foundation Trust, Leeds York Partnership Foundation Trust, SWYFT, Primary Care Networks, New Care's Model, CAMHS service, Local Authorities, Parent Carer Forums, CYP forums, NHSE, schools, colleges and linking into the Provider Collaborative within the WY&H ICS.

We want this to be delivered through a provider consortium model, with one lead provider and a number of delivery providers. The key worker function for CYP is a new model that will operate in addition to other support networks for children and young people and their families. As such this specification will give a high level outline of the expectations of both the Lead and the Delivery provider's roles and responsibilities. The detail of delivery will be developed as part of establishing the pilot.

The Delivery providers will also need to mobilise quickly by having existing knowledge and skill base to be in a position to establish their key working teams either internally or through recruitment or secondment processes.
