GLA- 81898 CMF Non-UK National Rough Sleeper Services
The GLA is responsible for funding and commissioning pan-London and multi-borough rough sleeping services, projects and initiatives.

These are associated with Controlling Migration fund project for a range of services and initiatives to support migrant rough sleepers.
The broad objectives of these services are:
• A reduction of non-UK nationals living on the streets, with fewer non-UK nationals becoming entrenched on the streets of London and developing higher support needs, and needs being better addressed. This is referred as Lot 1 Holistic Assessment Service.
• The creation of a better skilled workforce to meet the needs of non-UK national rough sleepers. This is referred as Lot 2 Training programme for homelessness and migrant sectors.
• A reduction in number of Roma clients sleeping rough in London. This is referred as Lot 3 Roma Rough Sleepers mediator service.
Total spend value over initial period of 18 months plus option extension of 2 years is estimated to be: • £4,435,000 and broken down as: LOT 1 £2,859,000;LOT 2 £124,000; LOT 3 £1,452,000. During this period services can be expanded and/or increased in value as per needs to the rough sleepers sector.
Budget value over initial 18 months is:
Lot 1- Holistic Assessment Service – £1,225,000
Lot 2 – Training programme for homelessness and migrant sectors £53,000
Lot 3 – Roma Rough Sleepers Mediator Service budget £622,000
Extension beyond 18 months period will be subject to spending review and budget allocation. If the funds are not available beyond 18 months, extension will not take place.
